1) Guest timezone (time seen by those who visit the site but are not logged in)
and 2) Summer/Daylight Savings time enabled Yes/No (currently set to yes)
Aside from that, every registered account can set their own timezone through your UCP. So the only thing I can think of is that DST must not have kicked in for all of your countries yet. I think the US does it at a different time of the year (thanks to George W. Bush if I recall) so maybe that's why you're off by an hour. Eventually it should align. For me, set to east coast US time (GMT -5) it shows accurately. So it's not my fault, it's your governments' for not aligning themselves with the US!
